    The applicant complains that he was not promptly informed, in a language he could understand, of the reasons for his arrest and the charges against him, and that the interpretation and translation of the relevant documents into Russian, instead of Lithuanian, his native language, prevented him from participating effectively in the ensuing criminal trial.
